CAPAA Legislative Priorities 2008

CHILDREN & FAMILY SERVICES Children’s HealthCare – support sufficient funding to provide health care coverage to all immigrant children including mental health. EDUCATION      Support programs that will provide alternative assessments for students with language and cultural barriers, to help them pass the WASL. Support remedial measures to address the barriers faced by Limited English Proficient (LEP) students, such as before and after school programs, summer schools, one on one tutoring and mentoring. Parents & Family engagement – encourage programs to enhance community outreach to communities of color and low-income communities. Encourage the recruitment, training and hiring of bilingual teachers, Teacher training and professional development of bilingual teachers are very critical in improving the academic success of English Language Learners (ELL). Insist upon the disaggregation of student data as mandated by section 5 of SB 5843, in order that the needs of our Southeast Asian students and Asian Pacific Islanders students become visible and will be met. Request for the study of the achievement gap for Asian Pacific Islander communities. HEALTH CARE Encourage programs that will address the disparity gap in health care for communities of color.  Changes in funding healthcare programs in Washington State have had huge impacts on communities of color. Support culturally competent and culturally appropriate service delivery to communities of color, as well as the use of culturally competent literature. Support statewide program for comprehensive dropout prevention, intervention and retrieval. ECONOMIC DEVELOPLMENT Support eh community outreach efforts of the Office of Minority Women Business Enterprises (OMWBE), in increasing certification of minority and Women-owned business with OMWBE. Support the Supplier diversity initiative of Governor Gregoire in increasing minority contracting and Procurement opportunities for small businesses.  Support the Linked Deposit Program. MMIGRATION Support the Washington New Americans Initiative.  This initiative will secure the state’s future development by ensuring a comprehensive, proactive and strategic approach to integrating immigrants and their families.
