Nautilus Weekly September 29 - October 3, 2008 AUSTRALIAN TROOPS WILL NOT BRING PEACE AND STABILITY TO AFGHANISTAN, TANTER SAYS Richard Tanter,
Director of the Nautilus Institute’s Australia Office at the Royal Melbourne
Institute of Technology, discussed Australia’s
role in Afghanistan
with ABC Radio noting, “I think that the
problem is that the way we are going about the so-called job to be done is
making things much, much worse. So I think the question is now, what is the way
out for Australia…
I think we are making no positive contributions to the possibility of peace
there and what is really important is to foster a domestic internal Afghan
peace process, and unfortunately we are no longer in the position of being an
honest broker.”

of Interest. NOTHING SUCCEEDS LIKE SUCCESSION? Scott Thomas Bruce, Director of US Operations
at the Nautilus Institute in San Francisco which
is affiliated with the USF Center for the Pacific Rim, writes, “Removing North Korea from the list of terror sponsoring nations no longer
offers a way forward… The Bush Administration could send one or both of George
H. W. Bush and Jimmy Carter to meet with Kim Jong Il and put together the
icebreaker… It would also make the overture bipartisan in US presidential
politics, thereby signaling the gravity with which the US views the
situation in the DPRK. Incidentally, it would also force the DPRK
leadership to produce Kim Jong Il or admit that he is in bad shape.”

Moon, Professor
of political science at Yonsei University in Seoul and special delegate to both
inter-Korean summits, writes, “Rather than risking all of the negotiating gains made with North
Korea thus far by provocative speculation, the international community should
resume the calm, prudent and incremental approach it has more recently adopted
in engaging the North, above all, by sustaining the Six Party Talks. Reducing
uncertainty and enhancing stability in North Korea will be more rewarding
than wishful thinking about its future implosion which can lead to serious
calamities on the Korean peninsula and in the region as a whole.”

program that supplies 22 Australian patrol boats for use by small Pacific
nations will be determined in a new Defence White Paper. In a submission to a
Senate committee, defence said the program was the ADF's major contribution to
regional maritime and economic security. The ADF is concerned that the program
is under pressure with high costs leading these vessels to spend an average of
just 36 days a year at sea.

NAPSNET TOP STORY: US NUCLEAR ENVOY TO BRING NEW PROPOSAL TO NKOREA The Associated Press
reported that the chief US
nuclear negotiator with the DPRK will propose a
face-saving compromise during a trip Wednesday to the DPRK to try to salvage
the derailed disarmament pact, US officials said. In Washington,
a senior U.S.
official said Hill is bringing a new face-saving proposal that would have the
DPRK agree to a verification program and submit it first to its PRC allies. The
official spoke on condition of anonymity because Hill has not presented the
proposal. The U.S.
would then provisionally remove the DPRK from the terrorism sponsors list.
