JONESJournal SentinelPosted: June 26, 2002Madison - Advocates for campaign finance reform and a smoke-free environment said Tuesday that Wisconsin is squandering $1.3 billion in tobacco settlement money - instead of raising the cigarette tax - to solve its fiscal crisis because it's beholden to tobacco companies. In their report, Common Cause in Wisconsin and SmokeFree Wisconsin also noted another $4.2 million was spent by what they listed as tobacco industry allies - taverns, restaurants, grocers, merchants and manufacturers associations. The two groups further noted $327,129 in tobacco industry campaign contributions to lawmakers from 1995 through 2001. That included $12,649 to leaders now sitting on a conference committee trying to settle Assembly and Senate differences on a budget repair bill and eliminate a $1.1 billion state deficit. Jay Heck, executive director of Common Cause, said the report offered "compelling evidence" of how the tobacco industry operated. He said the tobacco lobby and its allies accounted for nearly 10% of all lobbying in 2001. Assembly Majority Leader Steve Foti (R-Oconomowoc), who received $4,000 in tobacco money, discounted the report, accusing Common Cause of distorting the figures, exaggerating the influence of the tobacco lobby and arguing for a tax increase when everyone else opposed it. "The governor (and) everybody on both sides of the aisle said no tax increases," Foti said. "If Jay Heck's out there proposing a tax increase, he's the only one proposing taxes as a way to get out of this thing." Heck said he and Maureen Busalacchi of SmokeFree Wisconsin weren't advocating for an increase in the cigarette tax. "What we're saying is, it's not just a coincidence that even considering raising the tobacco tax is off the table right now," Heck said. "When three-quarters of all the other states in the country that have budget problems have either raised their tobacco tax or are considering doing so, it's not even under consideration in Wisconsin." Assembly Speaker Scott Jensen (R-Town of Brookfield), who received nearly $4,500 in tobacco money, said the budget repair bill passed by the Assembly set aside $125 million of the tobacco settlement in an endowment fund. Although the report didn't itemize campaign contributions, Jensen said they likely were from Miller Brewing Co. employees. "I don't consider them to be tobacco lobbyists," Jensen said. "They're a hometown company."
