Judge Rules Pledge Violates First AmendmentAug. 8 – Today a federal judge ruled that a sweeping restriction on the speech of groups participating in the federal government's international HIV/AIDS program continues to violate the First Amendment. At issue is a requirement that public health groups receiving U.S. funds pledge their opposition to prostitution in order to continue their life-saving HIV prevention work. Under this "pledge requirement," recipients are forced to censor even their privately funded speech regarding the most effective ways to engage high-risk groups in HIV prevention. DC Court: Bolten & Miers Must TestifyJuly 31 – In a set back to the Bush Administration's claim of executive privilege, today a D.C. District Court held that former White House Counsel Harriet Miers and White House Chief of Staff Joshua Bolten must co-operate with a House Judiciary Committee investigation which is exploring allegations of alleged political misconduct within the Department of Justice.
