CHICAGO HOUSING ORGANIZATIONS UNITE TO ADDRESS HUD FUNDING SHORTFALLThe U.S. Department of Housing and Urban Development's November announcement of a $2.8 billion shortfall for the Section 8 program sent shockwaves through the affordable housing community. The shortfall threatens the security of 1.3 million families housed by the program - 75,000 of them in Illinois- many of whom could lose their homes due to cuts or tightening standards; the resultant homelessness could make the foreclosure crisis look mild. In order to address this issue, the Chicago Tenants Coalition for Section Eight Preservation (CTCSEP), of which MTO is a member organization, called a meeting to brief US Representative Jan Schakowsky and staff from the offices of Senators Barak Obama and Dick Durbin and Representatives Jesse Jackson Jr., Danny Davis, Bobby Rush, Luis Gutierrez, Rahm Emanuel at 920 W Lakeside, a HUD subsidized building on Chicago's North Side about the severity of the crisis and the importance of the issue. Among the speakers were MTO members Herman Bonner, who spoke about the perils of the shortfall and its potential effects, and Samia Mustaba who spoke on benefits of subsidized housing and the ways that this shortfall threatens seniors. The tenants received a warm reception from Rep Schakowsky who stated that "stable Section 8 housing is good for families and good for our communities." Schakowsky also promised to "continue working with [CTCSEP] to ensure the future of this program" by lobbying her colleagues to join her in signing a Congressional letter to the House Appropriations Committee requesting $2.8 billion in emergency supplemental funding for the Section 8 program, which is currently being circulated. Sen. Durbin's aide also agreed to work with the Senator to get others to sign-on with him to a similar letter being circulated in the Senate. The other aides in attendance acknowledged that this was a serious crisis and that they would seek out congressional support for this issue. The legislators agreed to work closely with the Citywide Section 8 Network, the group that organized the meeting, to resolve this important matter. The network includes community-based organizations that work with HUD tenants to preserve their subsidized housing including: Jane Addams Senior Caucus, Kenwood Oakland Community Organization, Lakeview Action Coalition, Logan Square Neighborhood Association, Metropolitan Tenants Organization, Organization of the Northeast, and Southsiders Together Organizing for Power. Housing Policy Recommendations for a Better ChicagoFears of recession have many people worried. Subprime lending and the ensuing foreclosures debacle are blamed for the stumbling markets and growing housing crisis. But blaming subprime loans and foreclosures for provoking the crisis obscures the real cause: our nation's lack of a plan to meet the housing needs of its residents.Routine underfunding of the U.S. Department of Housing and Urban Development is another visible example of this lack of a plan. HUD's current $2 billion shortfall means the agency will not have enough money to maintain its supply of subsidized housing.In the private market, the gap between the nation's housing availability and the public's housing needs has widened. For example, the conversion of affordable rental housing into unaffordable condominiums has displaced thousands of renters and increased property taxes.Unfortunately none of the presidential candidates has acknowledged the increasing unaffordability of America's housing. In 2005, according to a study by the Joint Center for Housing Studies, more than 37.3 million U.S. households paid more than 30 percent of their income for housing.These high housing costs lead to an estimated three-quarters of a million people being homeless every night; about half of them are children.With this nation's wealth and resources, should we not aspire to a goal of ensuring that everyone has decent, accessible and affordable housing?Housing is far too important to the health and well-being of the nation to be left exclusively to the whims of the market. Government leadership is needed to develop a multifaceted housing plan that balances home ownership and the development and preservation of rental housing.A sound housing policy would do the following:Increase the supply of rental housing, which provides homes to many low- and moderate-income households, through increased incentives such as property tax reductions; expand the nonprofit housing sector, which develops and manages affordable housing, keeps costs down and maintains long-term affordabilityIncrease oversight of lending practices with limits on exploitative subprime loans.John Bartlett, Executive Director MTOAs appeared in the Chicago Tribune March 31, 2008, Voices of the People
